高碧姬女士於香港大學社會工作及行政學系畢業後一直於社福機構工作，曾服務香港社會服務聯會、長者網絡發展協會（老友網）及社聯 豐社會企業商務中心。高女士於2008年取得香港大學社會工作及行政學系的哲學碩士，研究內容為資訊科技對長者父母與成年子女關係的影響。
高女士於2011年加入香港失明人協進會，負責多項有關資訊科技的項目及社企發展，於2017至2023年為該會總幹事，香港失明人協進會在高女士的帶領下，不論在服務發展、推動視障人士權益、品牌建立以至籌款皆獲得卓越成績。此外，協進會近年更開展了多項創作計劃及社會企業，當中包括引入體育口述影像服務、無障礙室內定位及導航服務，和開設全港首間結合按摩及咖啡原素的社企咖啡店 ── 休CAFE，直接為視障人士提供就業機會。
Ms Ko graduated from The University of Hong Kong with a Bachelor of Social Work. She worked at the Hong Kong Council of Social Service, Cyber Senior Network Development Association Ltd and HKCSS – HSBC Social Enterprise Business Centre after the graduation. She later obtained a Master of Philosophy from the Department of Social Work and Social Administration of The University of Hong Kong in 2008 and the scope of research is the impact of information technology on the relationships between elderly parents and adult children in Hong Kong.
She has joined the Hong Kong Blind Union since 2011. Peggy was responsible for several information technology projects and social enterprise business development in her position as Project Manager. She was the Executive Director of Blind Union from 2017 to 2023. With her leadership, the organization has made significant achievements in different aspects such as services development, brand building & fund-raising as well as advocacy for the visually impaired people in Hong Kong. Blind Union has actively developed various innovative projects and social enterprise in the past few years. They include audio description services for sports programme, accessible indoor navigation project and the first social enterprise cafe combining massage services and coffee in one venue as well as providing direct job opportunities for visually impaired people.
