Mr. Ng Wang Tsang, the former Chief Executive of The Society of Rehabilitation and Crime Prevention, Hong Kong.
Mr. Ng has been actively participating in community services. Presently, he is the chairman of the Social Work Department Advisory Committee of Hong Kong Baptist University, adviser of the Office of the Ombudsman, Hong Kong, member of the Post-Release Supervision Board, observer of the Independence Police Complaints Council.
Mr. Ng worked in Hong Kong Christian Service as a school social worker after graduation in 1984. Upon his return to Hong Kong after completing a master’s degree in 1989, Mr. Ng re-joined Hong Kong Christian Service to work in counseling, family education and foster care services. He joined Richmond Fellowship of Hong Kong in 1991 and served as officer-in-charge of Ping Shan Halfway House. Half-year later, he was appointed the Assistant Director of the agency. In 1999, Mr. Ng joined the Society of Rehabilitation and Crime Prevention, Hong Kong as the Support Service Officer, taking charge of various services of the Society including employment development, hostel service, community education and recreation, court social work and a social enterprise Bright Services Co Ltd. In 2003, Mr. Ng was promoted to the post of Business Director, Planning & Development, and was then promoted to become the Acting Chief Executive and Chief Executive of the Society in 2005 and 2006 respectively.
Mr. Ng graduated from the social work bachelor degree program from the Chinese University of Hong Kong. He respectively completed his master’s degrees in social work at Columbia University in New York City, and in public sector management at the Hong Kong Polytechnic University. He acquired his third master’s degree in criminology from the University of Hong Kong.

Executive Director of Hong Kong Employment Development Service (HKEDS)
Mr. Yiu Hung Chi is currently the Executive Director of the Hong Kong Employment Development Service (HKEDS) and has been working in the social service sector for more than thirty years. Mr. Yiu leads his colleagues in providing vulnerable groups and grassroots laborers proactively with employment services, training and retraining courses with the objectives of strengthening their job competencies and living skills and facilitating them to enter the job market. With Mr. Yiu’s initiative, HKEDS runs social enterprises to offer vulnerable groups and service targets with job opportunities and training placements. Mr. Yiu wishes to see the social enterprise movement gain a more important position in the government agenda as well as promoting a positive image to the public. He believes SE Chamber would be a platform to provide social enterprises and social entrepreneurs with networking and information exchange opportunities, and also to increase business opportunities.

Chief Executive Officer of MentalCare Connect Co. Ltd.
Mr. Chung Wai Shing, the Chief Executive Officer of the MentalCare Connect Co Ltd, the Founding Member of Social Innovation Charity Limited. As a registered social worker, he holds both of the Master’s Degree in Social Work and Business Administration.
Mr. Chung has joined the Mental Health Association of Hong Kong since 1994 and found the first integrated retail shop in the social services complex under the Association in 1998. Since then, a number of convenience stores and rehabilitation shops have been developed under Mr. Chung’s leadership. Accompanied by the rapid expansion of business, the retail services brand –‘Cheers Gallery’ has been successfully built up and became well-known in the network of the Hospital Authority.
In 2002, Mr. Chung was appointed as the Executive Director of the Association’s subsidiary, MentalCare Connect Co Ltd. He led the professional team formed with commercial background to develop 30 social enterprise projects from the range of cleansing, retail, marketing service, publication, catering, co-op shop to e-commerce. In 2012, Mr. Chung was seconded to MentalCare Connect Co Ltd. as the Managing Director and spent all his effort on leading and developing of the Company. MentalCare Connect Co Ltd. is now one of the most successful social enterprises in Hong Kong, obtaining numerous recognition and awards in the sector. In 2020/21, the annual turnover of the company reached a record of over HK$175 million and this new record was proudly generated by 200 employees which 60% are ex-mentally ill persons.

Ms Ko graduated from The University of Hong Kong with a Bachelor of Social Work. She worked at the Hong Kong Council of Social Service, Cyber Senior Network Development Association Ltd and HKCSS – HSBC Social Enterprise Business Centre after the graduation. She later obtained a Master of Philosophy from the Department of Social Work and Social Administration of The University of Hong Kong in 2008 and the scope of research is the impact of information technology on the relationships between elderly parents and adult children in Hong Kong.
She has joined the Hong Kong Blind Union since 2011. Peggy was responsible for several information technology projects and social enterprise business development in her position as Project Manager. She was the Executive Director of Blind Union from 2017 to 2023. With her leadership, the organization has made significant achievements in different aspects such as services development, brand building & fund-raising as well as advocacy for the visually impaired people in Hong Kong. Blind Union has actively developed various innovative projects and social enterprise in the past few years. They include audio description services for sports programme, accessible indoor navigation project and the first social enterprise cafe combining massage services and coffee in one venue as well as providing direct job opportunities for visually impaired people.

Ms. Lee Shuk Wai, Anthea is the Chief Executive of the Society of Rehabilitation and Crime Prevention, Hong Kong (SRACP) and the Company Secretary of Bright Services Company Limited (BS), a social enterprise of SRACP. She has been actively participating in community services.
Presently, Ms. Lee is the committee member of the Committee on Community Support for Rehabilitated Offenders of the Correctional Services Department, the member of the Release under Supervision Board of the Security Bureau, the committee member of the Partnership Fund for the Disadvantaged of the Social Welfare Department, the Director of the Guangdong-Hong Kong-Macao-Bay Area Social Service Professionals Alliance and the Executive Director of the Institute of Social Service Development. In June 2018, in order to enhance her knowledge of public policy and management, she was accepted by the Civil Service Training Institute for joining a three-week leadership training program of “Leadership In Action Programme” which was organized by the government provided to the senior staff of civil services or non-government organizations.
Ms. Lee earned a Bachelor’s degree in Social Work from Hong Kong Baptist University and two Master’s degrees in Social Sciences, one in Aging and Health and another in Criminology from the University of Hong Kong. In early 2017, she completed the Executive Master of Business Administration (EMBA) from the Hong Kong University of Sciences and Technology on a scholarship granted by the Business School.

Chief Executive Officer of St. James’ Settlement
Ms. Lee Yuk Chi, Josephine is the Chief Executive Officer of St. James’ Settlement. Involving herself in social services and social enterprise, Ms. Lee is the Internal Co-Chairman of Care for the Elderly Association Limited, Vice-Chairman of Community Drug Advisory Council and Social Innovation Charity Limited, etc. She has joined St. James’ Settlement since 1989. Starting her job as a family counselor and school social worker, she was promoted in 1997 to the supervisor of elderly services to manage community-based services for the elderly. In 2000, Ms. Lee began to head up a new unit focusing on partnership and alliance development.
At that time, she was responsible for the new project development, image building, marketing, and corporate communication. Besides, she worked on developing new charity projects to fill the service gaps in the community, namely People’s Food Bank, Funeral Navigation Service, Grant-in-aid Brightens Children’s Lives and at the same time, adopting innovative ideas to generate resources for agency development. In September 2011 she took up the post of Assistant Chief Executive Officer and in April 2013, she became the Deputy Chief Executive Officer. The Continuing Care Programs (mainly for elderly), territory-wide charity projects, new service development and external liaison are placed under her supervision and scrutiny.
Ms. Lee graduated from the Chinese University of Hong Kong in 1989 and received a Master of Social Sciences Degree in Social Work from the University of Hong Kong in 1994.

Mr. Ngai Man Fu, Simon is the Chairman of Fullness Christian Vocational Training Centre.
In the past, Mr. Ngai was the Deputy General Manager of an investment company responsible for setting up joint ventures in China and acquisitions in Germany and the USA. Acquired with a wide range of working experience including sales, marketing, accounting, administration and human resources, Mr. Ngai joined Fullness Christian Vocational Training Centre in 2000 and has become the Chairman of the organization since 2006.
Mr. Ngai graduated from The Chinese University of Hong Kong with a BBA degree and got an MBA from the City University of Hong Kong.

Ms. Ong Man Chi, Fanny, the founding member of the Hong Kong General Chamber of Social Enterprises Limited (HKGCSE).
Ms. Ong has been actively participating in community services all these years. She is the founding member of the Social Innovation Charity Ltd, committee member of the Disciplinary Committee Panel of the Social Work Registration Board and the panel member of the Guardian Board. She is also appointed by the Home Affairs Department as the Committee Member of the Southern District(East) Area Committee since 2000.
Ms. Ong has been working in the rehabilitation field with different rehabilitation agencies for more than 20 years with a mission to promote equal opportunities, social inclusion, acceptance and full participation of the people with disabilities in the community. She devotes herself in the vocational rehabilitation service as well as setting up quite a number of social enterprises to provide training and employment opportunities for people with disabilities. The social enterprises, under her leadership, are well recognized by the SE sector and the community. Presently, she is the superintendent of the Jockey Club Rehabilitation Complex of Tung Wah Group of Hospitals. She is supervising more than 40 service units including social enterprises for providing residential, day training, community, and vocational rehabilitation services for people with disabilities.
Ms. Ong obtained her double degree in Social Work and Sociology in the USA in 1991. She also got an MBA degree from the Hong Kong Baptist University in 2012.

General Secretary of The Boys’ Brigade Hong Kong
Ms. Ng Suk Ling, Angel is the General Secretary of The Boys’ Brigade Hong Kong. She is enthusiastic about community services. She is now a member of the volunteer movement, SWD, Kowloon City and YTM, Director of Institution of Social Service Development and Vice President of Social Work Alumni Association, Hong Kong Baptist University. Ms. Ng has been working with Evangelical Lutheran Church, Social Service, H.K, and Hong Kong Convention and Exhibition Centre. Angel joined The Boys’ Brigade Hong Kong as General Secretary in 1999. BBHK is a Christian Uniformed Organization served more than 15,000 members in secondary schools, primary schools, kindergartens and youth centers all over H.K. During her service in BBHK, she not only expanded the membership and network with 200 churches and 100 schools in different denominations but also diversified services in different aspects. Besides Uniformed Group Service, there are professional training services, school social work services, character nurturing services, mainland social work professional supervision services, and waste recovery services.
Ms. Ng graduated from the Hong Kong Baptist University and further her studies in China Graduate School of Theology and Hong Kong Polytechnic University.

Executive Director, Hong Kong Rehabilitation Power
Chiu, Lap-Kee, Jimmy, devoted most of his time to serving the community and disadvantage group.
Being the senior management of several training institutes, consultancy firms and social service organizations, Jimmy gains extensive financial and marketing management experience. It allows Jimmy assist many organizations to develop and improve their financial and marketing strategies. Besides, Jimmy is capable of managing more than 20 social service units, 7 schools, social enterprises and multi-medical service centers.
Upon his return to Hong Kong after completing a Bachelor Degree of Arts in Social Policy and a Master Degree of Arts in Social Work from UK, Jimmy dedicates himself to academics, public service, social service and social innovation. In 2003 and 2009, Jimmy completed a Master Degree of Arts in Arbitration and Dispute Resolution and a Doctor Degree of Laws separately. With rich expert knowledge and experience, Jimmy becomes an adjunct lecturer in the Department of Social Work, at Institute for China Business, of HKU SPACE and the Chinese University of Hong Kong.
In terms of public service, Jimmy was a member of Community Investment and Inclusion Fund Committee, Institutional Review Board of New Territories West Cluster of Hospital Authority and Public Affairs Forum of Home Affairs Bureau.
In terms of social work, Jimmy is determined to serve the community and disadvantage group. He is currently a Council Member of Hong Kong General Chamber of Social Enterprises (HKGCSE), the Honorary Secretary of Social Enterprise Research Academy (SERA) and the Honorary Secretary of Hong Kong Association for Parents and Persons with Physical Disabilities (HKAPPPD).
Last but not least, Jimmy shares a passion for changing the world through social innovation. He has been invited to give speeches in many important events. For example, he was invited to share his views on social innovation and social enterprises in the Social Business Day organized by Nobel Peace Prize winner Muhammad Yunus in Bangladesh in 2014 and the World Social Enterprise Forum in Italy in 2015.

Ms Tung Ka Man, Carmen, the Unit-in-charge of the HKSKH Lady MacLehose Centre.
Ms Tung was working in banking industry for 10 years. She joined the HKSKH Lady MacLehose Centre since 2011. She provides youth employment services, family and community service and is responsible for developing and managing diversified social enterprises, such as MacLehose Canteen, Career Station (health massages), I-Nail (manicure services) etc., to create work opportunities for women, low-income family, unemployed. She also operates social enterprise projects with a service strategy of “training, practice and employment”.
Ms Tung is a registered social worker and holds a bachelor’s degree in Psychology from the Upper Iowa University.

Mr. Ma Kam Wah, Timothy is the former Executive Director of Project Flame at the City University of Hong Kong. He is a registered social worker, a fellow of Certified Risk Planner, being appointed as JP in 2012, and awarded Medal of Honor by the Hong Kong SAR Govt. in 2019.
Since 1996, Mr. Ma has been actively involved in the development and support of social enterprise in Hong Kong. He co-founded the Social Entrepreneurship Forum with Dr. KK Tse in 2008 and is an active member of the Organizing Committee of Social Enterprise Summit. In Nov. 2015, Mr. Ma was re-appointed as a co-opted member of the Social Innovation& Entrepreneurship Development Fund of Hong Kong SAR Govt. Owing to his outstanding leadership and development of the 24 hours operating Personal Emergency Link Service of the Senior Citizen Home Safety Association, he was awarded The Outstanding Social Entrepreneur (East Asia Region)in 2009 by Schwab Foundation. He is now leading the social innovation and entrepreneurship development in Hong Kong. He offers SE internship and visits for the students, so as to widen their exposure to the excitement of social enterprise operation. He also offers consultant advices to students and new start-ups who wish to take part in SE Challenge Competition and Award or involve in their own SE startup. He also serves as a mentor to the new start-up social entrepreneur. Prior to this, he has served as the Founding Executive Director of Senior Citizen Home Safety Association from 1996 – 2012.

Ms. Lee Shuk Ha, Carmen is an experienced registered social worker who has been working at social service agency for many years. In the past, she engaged much in serving persons with disabilities and participated in the management and operation of various social enterprises, like Caritas La Vie Bakery, Caritas Artland and Caritas Second-Hand Recycling Shop. She is now the Director of Caritas Social Work Services and at the same time Council Member of the Hong Kong General Chamber of Social Enterprise.
Ms. Lee has solid management experience in social welfare agency. She is now acting as board members of quite a number of social service institutions: Committee Member of the Executive Committee of Hong Kong Council of Social Service, Committee Member of Hong Kong Joint Council for People with Disabilities, Chairman of Board of Director of Pokfulam Farm. Moreover, she also participates in education sector and acts as committee members of universities and tertiary institutions: Chairperson of Department of Social Work Fieldwork Education Advisory Committee of Hong Kong Shue Yan University, Committee Member of Advisory Committee of the Department of Social Work, Chinese University of HK and Council Member of the Council of Caritas Institute of Higher Education. Ms. Lee also performs the role as managers of kindergartens, nursery schools, special schools and schools for social development.
Ms. Lee obtained her Bachelor Degree of Social Work at City University of Hong Kong and later a Master Degree of Art in Social Service Management at Chinese University of Hong Kong in 2008.

Chief Executive Officer of New Life Psychiatric Rehabilitation Association
Mr Thomas Chu Sai-ming is the Chief Executive Officer of New Life Psychiatric Rehabilitation Association (“The Association”). He has been working in the social service sector for over 30 years. Mr Chu has endeavored to explore, develop and promote the strengths and talents of PIR and Persons with Autism (PWAs) through various vocational training and individualized services since his early years. As he took up the role of Chief Executive Officer of The Association, he is committed to enhancing the Association’s professionalism and expanding its network to provide high quality mental health services for PIR, their families and the general public. Under his leadership, the Association achieved high quality outcomes. The Association has rolled out the “[330] Well-being Index” in March 2023, which enables individuals to conduct self-assessment and quickly review their well-being of body, mind, and spirit.
Apart from professional services, Mr. Chu serves in various public capacities to contribute to mental health development and social services in Hong Kong. He is now the Honorary Secretary of the Hong Kong General Chamber of Social Enterprises Limited, Rehabilitation Advisory Committee Member of Labour and Welfare Bureau, Lump Sum Grant Steering Committee Member of Social Welfare Department, Steering Committee Member on Review of Manpower for Healthcare Services in Residential Care Homes of Social Welfare Department, Management Committee Member and Convenor of Network on Services for Persons with Metal Illness of Hong Kong Joint Council for People with Disabilities, etc.
Mr Chu is also a seasoned registered social work who graduated from The Chinese University of Hong Kong.

Social Services Director of The Salvation Army
Ms. Chan Siu-Lai is the current Social Services Director of The Salvation Army. She has been involved in social service work for over thirty years and has participated in various services related to children and youth services, rehabilitation services, and social enterprise. Currently, she leads a team of over 1500 employees in The Salvation Army’s Social Services Department, providing services in areas such as the elderly, youth, children, persons with disabilities, street sleepers, and caregivers, to offers appropriate assistance and services to individuals facing difficulties and those who are neglected in society, while seeking effective solutions to social problems.
Ms. Chan has always been concerned about the development of social services and welfare policies. She has held multiple public positions, including the Transport Advisory Committee, the Lotteries Fund Advisory Committee, Child Fatality Review Panel, the Social Work Training and Manpower Planning Consultation Committee, the Joint Committee on Information Technology in the Social Welfare Sector, the Executive Committee of the Hong Kong Council of Social Service, the Mental Health Review Tribunal, and the Board of Directors of The Salvation Army (Macau).
In 1993, Ms. Chan obtained a Bachelor’s degree in Social Work from Hong Kong Baptist University, and in 2009, she completed a Master’s program in Social Service Management at The Chinese University of Hong Kong.
