Ms Ko graduated from The University of Hong Kong with a Bachelor of Social Work. She worked at the Hong Kong Council of Social Service, Cyber Senior Network Development Association Ltd and HKCSS – HSBC Social Enterprise Business Centre after the graduation. She later obtained a Master of Philosophy from the Department of Social Work and Social Administration of The University of Hong Kong in 2008 and the scope of research is the impact of information technology on the relationships between elderly parents and adult children in Hong Kong.
She joined the Hong Kong Blind Union in 2011. Peggy was responsible for several information technology projects and social enterprise business development in her position as Project Manager. She was the Executive Director of Blind Union from 2017 to 2023. With her leadership, the organization has made significant achievements in different aspects such as services development, brand building & fund-raising as well as advocacy for the visually impaired people in Hong Kong. Blind Union has actively developed various innovative projects and social enterprise in the past few years. They include audio description services for sports programme, accessible indoor navigation project and the first social enterprise cafe combining massage services and coffee in one venue as well as providing direct job opportunities for visually impaired people. Ms. Ko was invited to join the board of Dialogue in the Dark (HK) in November 2024, continuing to focus on the employment development of people with disabilities.
